That’s according to football consultant Ian McGarry, who believes new deals for Marcus Rashford, Chris Smalling, Phil Jones and Luke Shaw, along with the signing of Aaron Wan-Bissaka, Daniel James and the potential purchase of Harry Maguire, shows ‘there is a shift.’
United are in need of a rebuild this summer after failing to qualify for the Champions League last season.

They have already paid £50m to sign England youngster Wan-Bissaka from Crystal Palace, while also forking out £15m to bring Welsh winger Daniel James to Old Trafford.
And the likes of Rashford, Smalling, Jones and Shaw have also put pen to paper on contract extensions in recent months.

Reports suggest the Red Devils will add another homegrown player to the ranks in the coming days, too, with an £80m deal for Leicester centre-back Maguire - which will make him the most expensive defender in football history - close to completion.
McGarry thinks United boss Ole Gunnar Solskjaer has ‘come full circle’, insisting he is trying to take the club back in time.
“The policy obviously extends to renewals of contracts as well, because we’ve recently seen Marcus Rashford sign a new deal, Chris Smalling and Phil Jones, even Luke Shaw was rewarded a new deal as well,” he said on The Transfer Window podcast.
“So clearly there is a shift. I mentioned the team of ’99. If we go back to the Invincible Arsenal team of 2004, only two Englishmen, Sol Campbell and Ashley Cole, in that team.

“The deal is very close to being done from Leicester City to Manchester United,” he said.
“It’s our understanding that Maguire has already left Leicester’s training camp in France, will be coming back to the UK to finalise that deal.
“We did tell you it would be £60m upfront plus £20m in add-ons, making him the most expensive defender in the world.
“He’s due to have a medical at Manchester United in the next 48 hours, as soon as the conditions and terms of his contract are finalised.”
